Not getting the N.O.C of my motercycle

Dear sir, I had purchased a BAJAJ BOXER CT motercycle bearing chesis no-DFF BJB 63207 and engine no-DFM BJB 70406 from JAMUNA AUTO, ANGUL (ODISHA) on14.05.2002 through ASHOK LEYLAND FINANCE..At that time 18 post dated cheque of INDIAN OVERSEAS BANK, DHENKANAL were given to the financer and all the cheques has been cleared in time. But the financer did not informe me regarding issue of N.O.C of that vehicle..When i contacted the office i was told to go to dhenkanal office and inquire there. But iam harrased when dhenkanal office also nod its head.
So, please help me to get the N.O.C of my bike (regd no-OR 06-E-6047)
