Non refund of money

I had transfered the money to Mr Vijay's account on behalf of Apollo petz as an advance for a pet dog.

the transfer of 12500 Rs went twice by error in the Bank system and he has not refunded the amount.

the cost of the pet was 22500 Rs and Rs 2500 is not transfered and refused to do so after several reminders. since 7th of March.

no receipt was given to me either.
