Physical Shares not Returned

Before the system of Demat Account was introduced I paid money to my relative for Some shares of Binani Industries Ltd. But unfortunately Transfer Agent didn't reply us whether shares are transferred or not, and if shares are not be transferred then he should return them back to my relative. Actually Transfer Agent neither transfer them to me nor he returned physical Shares to my relative.

Please suggest me how can we either transfer them or get them back in physical form. I'll be so much thankful to you.
