Non-booking of refill on phone

I have a bpcl company gas connection no.24261 at sonepat haryana with the biri gas agency, sonepat but they are not booked gas riffling on telephone after the 21 days of last booking not attending telephone and misbehavior on telephone. Please tell me the rule of booking refill after the last booking or delivery of cylende
