Booked Scooter delivery denied

I had booked a Honda Activa on 21st November with Premier Car Sales Limited, 9, Shahnajaf Road, Lucknow-226001 Ph. No. 0522-3290767, 4152244. They told me that booking period was more than 2 months and they will call me up when it is available. The budget was passed on 26th Feb.

I called up on 27th Feb to inquire about whether the scooter was available. I was told that since the rates would change I would get scooter after the new rates become applicable! The new rates were announced on 3rd Mar.

My complaint is that since the rates were not changed and I had called up on 27th Feb I should be sold the scooter on the rates booked. In fact any new booking within those days should be done at old rates.

I think this is similar to hoarding for which government makes raids.
