Charging More than the MRP

Recently on 24th May when I was traveling in Jaipur Mumbai Express, I needed drinking water so i got down in Nagda Station (M.P.) and went to the IRCTC Stalls and asked for packed drinking water. The MRP was 12 Rs. per bottle but the salesman charged me 15 Rs. for one bottle. When i told him to give me back the extra 3 Rs. he denied saying "If you want to take then take in 15 Rs. else dont. We are giving you Chilled water so you can give 15 Rs. for that". When asked for the bill he denied to give the same. Two policemen were standing there, i complained to them they told that don't tell us you just complain in the Consumer Forum. I did not have the time to argue with either the Salesmen or the policemen and had to take the bollte.
