Non Delivery of Indian Cooking Gas

I booked my Cooking Gas Cylinder through Online booking on 2/12 and booking no. was 241230 in the name of Tina Singh after that message came that Gas delivered but till date gas not delivered. Then I complaint at IOC toll free no. 1800233555 after that message came Complaint No 242397 resolved. After all gas not delivered and our Gas Agency Rajdhani Agency says we are not able to do any thing. Our Distributor Ph. No is 0612-2540607. It is the racket which sold the consumer Gas in black to another.

Pl advice that what to do. I am ready to go upto higher level, if you arrange the details regarding the same
