Fraud candidate

Sir, i found out that one candidate has used unfair means that is mobile to clear CGL 2012 exam and has got into interview list. Is there any way to complain about this candidate. I dont have any written proof but i know this guy cheated and is not a deserving candidate. He dont even know how to speak proper hindi let alone english, still he was able to score above 120 in english exam. Where can i complain about this guy and whats the procedure. I have his ssc roll no and name.
