Unable to get home braoband paln

I live int M.I.D.C area of akola and i want a home broadband plan for my house but BSNL babu says since M.I.D.C is a industrial area they cant give home plan only business plans, he says he it doent matter if i reside in M.I.D.C or not he would not give a home broadband plan to me.
