No internet connection & LANDLINE DIAL TONE is not ringing in normal tone (i.e., a noisy & disturbing sound)

For the past 4 days my LANDLINE DIAL TONE is not ringing in normal tone (i.e., a noisy & disturbing sound) Due to this my internet connection is also not working properly. It starts blinking (the yellow light of the modem: the link portion) every 5-7 minutes & sometimes there is no internet connection only. LANDLINE No.:(033) 25340134;
