Excessive delay in providing portal password

I had applied in BSNL self care portal for my user ID and password about a month ago so that i can see my monthly usage. But even after several reminders and visits i am not getting my password. My Feburary broadband bill was too high. I am sure that there is some mistake in bill but without password i am not able to see my usage.

please help.
