Speed is very slow

sir i am using this no. 01765-222407 and my operator is bsnl. i am also using broadband connection of this company. bsnl operator said that if you apply 699rs plan then your speed will be 512kbps but our speed always remains below 100kbps. i also try to complaint but no one listening to us. please sir its a request. help us sir..
