Delay in refund of money

I booked a Hotel plus Flight ticket through makemytrip.com on 2nd August. The total price of Rs.17116 was deducted from my bank A/c and nothing was heard about the booking status for two days.call to the customer relations number only give some vague answers and e-mails elicited only the standard machine gnerated responses which actually means nothing. They could not even specify whether the money was received. However i was given a booking ID for future reference.

at last i got a response from sri Gaurav Kwatra on 12 th august that due to a technical error the trasaction could not go through and promided to refund the money. I got refund after 16 days.

So far so good as far as the Travel Site is concerned. But what about my travel plan which was put in geopardy by theit technical fault? I do not understand how business in india treat customers? Are we still in the 'Ration Shop Syndrome', where if ration comes you get it, otherwise you don't. And what about my money tied up with them .do I get interest on it however small. Is there any regulation by Government on this.can they just say technical error and then keep quite?

I wrote a letter to makemy trip .com on these points but no answer.
