Online Recharge not successful but money debited from bank account

I did a prepaid mobile top up on 7860220950 of Rs111 at www.oxicash.in on 11-june through net banking. The amount was debited from my bank account and transferred to 31014964200 billdesk transaction a, but the recharge was not successful. Even after complaining to the customer care at oxicash. In the money has not been refunded.

Complaint no 120611463. Kindly help in this matter.
