Very low speed

I purchased an aircel connection (8802072390) for internet, when I contacted custommer care for activation of internet I was told about the speed of 140 kbps and when I connected and checked the speed. It was merely 5 to 10 kbps. I am using this no. in Delhi. The compny should go into this.
