Connection not provided though cheque realized

I have applied for the airtel broadband connection with CEF application no TBLR 254526 on 20 June. I had submitted all the documents with the cheque and was promised connection within 3 days but connection is not given till today even after 45days.

The cheque has been encashed by Airtel on 25June but still connection is not given nor I have received the refund.

I have called the customer care many times and launched service requests bu neither the connection is given nor I have received the refund and the customer care tells me they dont have any records with the above CEF no... then how did they encash the cheque?

I would like to sue Airtel for the trouble they have created, the losses i suffered on my work and the cheating they are doing to customers.
