Not providing Broadband connection after paid amount

I have applied for Airtel Broadband connection on 17th of September by paid 1000rs and the application# 279553. Its been more than 25 days, still didnt get the connection. During these days, I have opened multiple complaints with customer care but they always say "our back end team will call you in 24 - 48 hours" and not even single call I get from Airtel. I have been escalated this issue to Customer care manager but no use. Below are the complaint# which I have been opened regarding this issue.

24/9 - 1st complaint - 4596786

27/9 - 2nd complaint - 4596786 (Re-opened the existing complaint#)

1/10 - 3rd complaint - 5003756

4/10 - 4th complaint - 5132320

7/10 - 5th complaint - 4596786 (Re-opened the existing complaint#)

The pathetic part here is, whenever I open complaint with customer care, the next it would get closed by different teams with false updates. Also customer care is not ready to tell the escalation matrix to escalate this issue with higher level. Please help to get connection or get my money back.
