Fraud of Static Ip

I have taken Airtel Fixed Line Connection recently my no. is 0761-4045759 with Static Ip plan, and i have been given static ip adderss is not working because the technician from came frm Airtel told that it has already been using by some other customer of Airtel, And Airtel has done FRAUD with us, by giving us fraud Static Ip... And now evevry one is just showing their empty hands and removing themselves from this matter... No one is ready to solve this matter...
