Deficiency of service

Sir,

i am a customer of prepaid service of bsnl mobile.

i had activated chat service few months back for which they charged me Rs30 per month. even at that time i could not avail the service as every time i tried i got the message that i am not a registered user. now when i want to deactivate this service they do not deactivate it. neither i am able to utilise the service nor does it get deactivated. but they always keep charging Rs 30 from my account every month.

i have contacted with the customer care several times but in vain.

please help me in this regard.
