BSNL
Speed much low than guaranteed

I bought a postpaid USB GSM EDGE modem from BSNL, nagercoil at the cost of Rs.4200

(Rs.3300 (modem charges) Rs 900 (monthly charge))

they promised speed of 236.4 kbps but the speed is very low. Only equivalent to 144kbps connection.

when i complaint them.they are saying speed will be like that only. I inquired them about returning the

modem. They said no money will be refunded. Please help me in this.
