V.P.T not working properly

Dear sir,

I am V.P.T phone holder, this phone is as walki talki is not working properly, this phone work 7 day in a month. I have request from S.D.M and Telephone Department Exchange of kolayat, Distt Bikaner (Raj)

but they refuge, that they have not time for service or chnage the phone instrument. when I go Exchange then 5 times, then I got 3 times Office was close, and two times the officer was not in On duty on Duty Time.one day i again telephonic discussion with S.D.M, manager then he say me that this work will not done. WHAT CAN YOU DO? i Reply that Sir I can complaint against you then reply me DO THAT FOR THE SAME? I AM NOT HESITATE TALK WITH ANY SENIOR MANAGER.
