BSNL Landline and broadband not working for last 2 weeks

My telephone (040)-23041698 is not working for the last 2 weeks i have lodged a complaint through the bsnl customer portal on 7th august (reference no 02007330808070001) and from then on i'm repeatedly calling toll free no 198 to register complaints everyother day... but till date the problem is not rectified the latest complaint reference for 198 is (MYPR17200)

I tried to reach the local BSNL office no 23045025 but its out of order.
