Problem with DO NOT DISTURB facility

I'm using BSNL cellone mobile since last a few years.

I've registered my cell no. with do not call/disturb facility by sms as per instructions given in advertisements, i've sent SMSs again and again many times till one year but I've not registered with this facility even after getting confirmation messages. After one and half year i've sent many e-mails to BSNL's top level officials in response of those, One officer called me and asked about the problem and told me he'll solve the problem but i've to send one handwritten application to him... after all this i've registered with the fcility.

Now i'm getting a lot of messages related with various marketing companies. i've tried to register again, if there is any other facility related with 'do not disturb' but now i'm helpless.
