The ICICI bank had offered me free utility bill payment where I had put many billers. after few days of free service I was told that now onwards the service of utility bill payments is chargable and a charge for all my bills was charged which I had duely paid

for last few months the payments are not made and a insulting message "Please note that ICICI Bank Visa Bill Pay could not process the following new bill because the available balance of credit on your card account does not cover the bill amount.
