Malpractice in tatkal e booking

IRCTC does not allow login till 8:30 AM and by the time it allows to log in, all seats of TATKAL are already booked. I have faced this problem 3 times in Howrah ADI (2834) express. To confirm this as regular phenomena, I tried tatkal booking continuously for 7 days and every day by the time IRCTC login is allowd, all seats are booked and we get tickets in waiting list.

surprisingly, Agents/Touts can provide us confirm tickets by charging Rs500 per person.

I am sure there is organized malpractice in tatkal booking for selected trains. I have tried to get RTI info on the time and details of tatkal tickets booked in this train but there is no trace of my complaint or RS 10.
