Regarding not adding the paid bills every month

Sir,

i have paid all my dues, but again and again i am getting the bills added of previous months paid bills.hence payment as well as fine is increased after paying the bill also.

I have manualy complaint also but no action has been taken yet.

Hence i want to know the procedure of online bill payment.
