Delay in Cylinder Dilevery

I have done booking through internet and there was delay in downloading my booking. the status showed pending. When I called them about it, the lady said there is a problem in the software and the computers are sent for the repairing. So they have done once again the manual booking after 10 days. But I did not receive the cylinder yet. When I called once again, she told me that the bill is not made and you will receive it after 4-5 days. So overall 25 days are passed but I did not receive the cylinder.

One more thing, when I try to call them, most of the time the phones are busy. When connected, they don't pick up the phone. I try for another number, same thing happens. When I told this issue, they said me that phones are not working.

So what should a customer do in above case who is also busy with his work? Should he try to follow them throughout the day? This is very ridiculous service.
