Illegal filling of cylinders by a non-dealer

Respected sir,

we are facing great trouble because of one of our neighbour who is taking out gas from cylinders through machines and selling it at prescribed prices. HE FILLS EMPTY CYLINDERS ILLEGALLY AND THE SMELL OF GAS REACHES EACH AND EVERY CORNER OF OUR STREET. The chances of explosions have increased to a great extent beacuse of this problem. He has a reserve of about 100 cylinders in his house. We have complained about this man several times but every time he is being let off and .he is still selling underweight cylinders in black. We request you to take immediate steps as soon as possible.
