NOC from college to take admission in Mumbai University

Dear Sir/Madam

Iam Ram Patil, Student of TYBCom of abovementioned college. Due to financial crises, i have to leave college and join corresponding course of TYBcom in Mumbai University. Due to that NOC is required from my college. But the management of the colllege said that give Rs.3000 as charges for which no receipt will be given. Other colleges are charging maximum Rs.100 for the same. I dont have money to pay unnecessary.

Please help me in this situation.
