Mtnl landline billing of non usage month

This is to inform that my landline connection 01124694358 is cut due to mtnl problem from 31-05 to 23-06.someone is use my phone. According to rules i am not paying money for that period in which i am not use that phone but mtnl members not realised their mistakes & i also give complaint to noodle officer, eastern court on 20-08.please solve my problem.
