Delay in getting passport of child

Dear Sir,

I am Nilesh Shirgaonkar from Pune. I had applied for my daughter's passport (File No: PNE-M009422-08) Application Date is 29-08.The online status just keeps on showing: It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time.

Its already 2 weeks that I am seeing this notice. If this is the case for child's passport where a police verification is not required, I wonder what would be delay in the case for a adult passport.

Please guide me through this.
