Faulty Message Charges

I recently took a second Prepaid Airtel Connection (since my first got blocked because of address verification failing); the sim card falled within the FRIENDS scheme of the Airtel. Now my tariif told to me during the purchase of the card was Rs0.10 for Airtel network and Rs. 0.25 to other networks at all times... However, inspite of these charges i am being charged equally for Airtel and Other Networks at Rs. 0.25 at all times... Also when i make calls to Coustmer Care Executives, they just babble me about the happy hours timing and that have forwareded my complaint... But still nothings done... Is this what a name AIRTEL can provide to its coustomers?..If YES then shame on it...
