Unable to talk to customer care executive

I am prepaid customer of Airtel since one year. Presently I am residing at Dehradun, my mobile no is 9897601609. I am facing a serious problem and Airtel is not listening to my problem. My problem is, when I am dialing 121 to talk to customer care for activating Airtel Live as I am unable to activate through SMS, i am only able to browse up to 3rd option and when I press 9 to talk to customer care it says send SMS to 121 typing AIRTEL and on sending SMS it only says for balance and DND service. And when I called customer care for getting the settings from some one else Airtel number. Each time the executive told me that he/ she would be sending settings within 5 minutes. But it didn't happen. I called around 4-5 times, but I didn't get the settings. And on asking that why I am unable to talk to customer care executive they replied that "you have called customer care for more that 4-5 times" so the service is blocked. But I have to call 4-5 times because mine problem was not resolved. Where can I complaint for this.
