Icant make outing call from my mobile from last two weeks

From last two weeks i could not make out going calls from my mobile and having balance also at present i am in bangalore in roaming so i am calling to coustmer care also they are telling to contact andhra coustmer care but could not get correct information.sometimes i can make out going but sometimes i could not.
