Dear Sir,

I was told by Airtel over phone to understand that that I can change my existing post-paid plan to rental-free plan on payment of Rs.599/- of which Rs.500/- is refundable after 3 weeks. Accordingly I made a payment of Rs.599/- by cheque to representative of Airtel N S Systems, a dealer of Airtel. My account was debited on 22/1. But neither my plan was changed nor the refund of Rs.500/- made. I decided not to pay the existing bill unless the amount of Rs.599/- is adjusted. Now Airtel has disabled outgoing calls and has started charging penalty on the outstanding amount. Please help me sort out the issue.
