Took my final payment twice

I have Stopped my airtel no. in feb. and the collection officer came home to collect the final payment of 1400. I told him that this is been debited from my SBI account every month through ECS sevice. he said this is a final payment and it will not paid through ECS so u pls pay it by cash. so he took a cash payment on 2nd march 09. n when i checked the accound it was also debited from my account on 2nd mar, 09. n till date they have not refunded.
