My sim is lock & issued my no. to other person

Dear sir,

my no.9871882040 is lock because document is not submit. but document submit my no is not working. after one and half month. my no. 9871882040 issued to other person.why issued my no. other person.

jab customer care m call karo to phele kafi der tak hold kara diya. then apne senior se baat karate h lekin koi baat nhi karai gai hold pe kara ke cut kar di gai call. second time bhi aisa hi hua. next time try kiya to call conect nhi ho pai thank u. kah kar call cut ho gai. then msg aata h. Request Reference no. CCDRP20419632428. phele bhi aise ho chuka tha lekin no. kise other person ko nhi diya gaya lekin is baar no, de diya. m document submit kar chuki thi. ghaziabad ghantaghar ke airtel office m. mere no 4 year se h.
