GPRS slow Speed problem

My No. is 9939258031 from 4th october the GPRS speed reduced to 3KBPS when i am downloaig any file from net. Before 4th october the speed was 11KBPS when i am downloaig any file from net. I send my problem through SMS to 121. I got this reply " We are sorry cannot provide immediate solution for slow speed as work on network is going on. We would request you to try using Internet during 9 PM to 9 AM for better speeds." In night the speed was same slow now 10 day past now i unable to contact them through SMS becaues they had remove help option from 121 SMS please solve my problem. If u not solve then i have disconnect this service.
