Not yet received MBA Degree!

I completed my MBA (Systems) during the period of Dec but still i have not received the degree. When i enquired the study center they say to go and collect it personally.

Isn't its their duty to despatch it.

I also contacted the persons in the student greivance cell. But they did not respond properly. Then what is the use of having such a facility.
