Passport Dispatch Delay

Hello Sir,

My passport application form have been submitted at pune office on 17-11-09.In the enquiry status it is mentioned that on 27-12-09 the passport have been dispatched. But later on they have changed the message and message now shoing is that it is to regret that the dispatch has been delayed due to some unavoidable circumstances.

I am very much needful to get that passport on 5-1-10.But till date it has been not yet dispatched.
