Passport
Passport not received

Sir,

I have applied for passport on 03/09/10. My passport status on http://passportstatus.nic.in/ is the following: Passport has been despatched by post on 15-12 vide postal Registration Number U005898.

So, it has been about two months from the date of dispatch now. Who is responsible for this delay? Please give me an insight into this problem as I need the passport at the earliest as it is compulsory for my GRE exam.
