Occupency certificate is not given

Hi,

I am a resident of Janapriya Lake View Appartment phase 2 and it has been around 3 years people have been staying in this appartment. All of the residents want to get the khata transfer done and when we spoke to BBMP they said they need occupency certificate for the same. When we asked the builder, he demanded for money. We have sent several mails and letters to the MD but he never bothers to respond to anything. We tried calling a couple of time as well but no response.
