Plot 's possession not given after registration

Sir, i purchased & registered a plot in Azara Guwahati on May. Owner Mr Dharani Mahanta (mobile No -09401470286) told he will give possession after a month as his big plot's some portion is occupied by his near by plot owner, for that he has even given an application too in Azara revenue office. Now its 1 year the possession is still not given as he says his plots boundary is still not clear, pls suggest me a remed & help me out.
