Parking Space committed not provided by Builder even after payment made

Mr. Saurabh Agarwal, Buider Kashish Park Realty Pvt Ltd, Ladam House, Near Govt ITI, Thane-400604 has forcibly taken Four Wheeler Parking Space charges Rs.7- from me and some other members of the colony but not provided commited parking space. I have sent him lot of letters but there is no use. he has threatened me. He is not giving time for meeting nor he is returning money taken which is already mentioned in my letter.

I want this builder to be exposed and penalized for doing such criminal act. I know that we should not have paid the amt but he has compelled us to pay by not giving the possesion letter.

Please escalate or etleast guide me. I have borrowed this amount from bank and paying interest on it.
