Delay in issue of Door Numbe

My name is Unnikrishnan. P. I had purchased Apartment Number 1203 in Emerald Heights developed by MIR Realtors at Kakkanad. The apartment was handed over in 2009 October. But till date my builder is not able to get the Door Number issued by village office of Thrikkakkara. My builder is blaming the delay on the Village office. But what I cannot understand is 3 years time delay.

Please advise what should I do in this regard. I have sold my apartment to a gentleman and his Bank SBI is not clearing the housing loan because the Door Number is not issued.
