Bulider asking NOC

I own a flat in Sankalp Nagari, Parande Nagar, Dhanori, Pune, MH. Buider's name is Prabhakar Bhosale and he is not providing me with NOC to resale the flat. He is asking for 1.6 lacs for same. Hence i request you to kindly help me for same as our CM has declared that NOC will not be required to resale the flat but when a buyer applies for loan with any bank they are asking him to submit NOC for same. Please help.
