Broadband low speed

Dear Sirs,

My BSNL landline no. is 0413 2291242. I had broadband connection under home UL 750 plan. The internet speed was very poor. Expecting a very good speed I changed my plan to BB Combo 1100 as per which the speed should be 2 mbps upto 10 GB download and after that 256 kbps. Unfortunately there is no change in the speed. It is as slow as 60 kbps and the download rate is as low as 10 kbps. I have been informing this to the BSNL office every day, but of no use. No body there bothers to take quick action.
