BSNL
MNP rejected by BSNL due to silly contractual agreement

I applied for porting my BSNL number (9454678654) from BSNL to Airtel and Airtel accepted my documents also. But the request (BE465232) was rejected later by BSNL citing “contractual agremeent”. I wonder what was that contractual agreement? Can anybody help?
