Transaction failed Money not refunded

I have top up my mobile 9443016370 on 20.08.2011 by my Axis Bank internet banking account for Rs.550 vide ICONECT/BILLDESK-REF/31825956/20.08.2 and Transaction reference TXT2008201102892. So far the amount is not credited to either my mobile account or return to my bank account. What happened to my

money? When I contacted the customer care, they tell that the amount will be credited to my bank account because the transaction was failed. I made complaints through email to the concerned people, but I haven't got my problem rectified. My complaint is not registered by them.
