Unnecessary Usage Charges

I had recently recharged my BSNL mobile account with Rs 98 for one month internet pack (3GB). After this recharge, at the same time I recharged my account with Rs50 top up. I received conformational messages that of both recharges. I started using net pack un-aware of the thing that internet usage charges were being charged from my main balance and net pack was not being used. Later when I checked my account balance it was Rs0.00 . When I called the customer care number they tried to mislead me by saying that I had downloaded priced content from bsnllive and they said the access point in my mobile was "bsnllive" which should have "bsnlnet". But I was using "bsnlnet". I had not used bsnllive site and did not download any priced content too. Later on another customer care told me different explanation. He assured me of getting my balance back but instead, I received a sms saying - "Dear customer, your complaint number johp2136011 has been closed and resolution status is usage charges." They also closed my phone number from having customer support complaint temporarily. This is height of their irresponsibility. They don't even want to talk about it.

I have also sent DND message many times but I'm still getting unwanted Advertisement messages.

I also asked for mobile number portability norms of BSNL for shifting my number but they refused saying that was not their (customer care) job.

Any help is welcome.
